Local rules require self-represented family litigants in dissolution, legal separation, paternity, or modification proceedings to use forms from selfrepresent.mo.gov and complete the Supreme Court litigant awareness program. Protection-order applications during regular business hours are taken at the Circuit Clerk's Room 205 office, while emergency after-hours or weekend applications may be made at the Sheriff's Office. The research states there is no cost to apply for a protection order.
15th Judicial Circuit Judges
The Saline Circuit Clerk page lists Joshua P. Taylor as Presiding Judge, elected Circuit Judge in 2024. Page Bellamy is listed as Associate Judge, appointed in 2016 and elected in 2018 and 2022. Hugh C. Harvey is listed as Associate Probate Judge and has a long election history as Associate Circuit Judge. Dennis Rolf is listed as Senior Judge and previous presiding judge. Marshall Municipal Court lists David Roither as Judge and Elizabeth Bellamy as Prosecutor for city ordinance and traffic matters.
Appeals from Saline County state trial cases generally go to the Missouri Court of Appeals, Western District unless the case is transferred or falls within a direct-review category. Federal trial cases are separate from Saline County Circuit Court records. The Western District of Missouri Federal Defender source is relevant only for federal defense services, which are distinct from the Missouri State Public Defender for state cases.

Saline County Law Days

Civil law days are the Tuesday following the second and fourth Monday. Only certain matters may be noticed for law day without express permission, including uncontested matters, discovery disputes, criminal arraignments, pleas, sentencings, probation-revocation hearings, and pretrial conferences.
Counsel must register cases with the Circuit Clerk by 4:30 p.m. on the Thursday before law day so the clerk can prepare the docket. Parties are expected to be present ten minutes before settings. If a matter is not ready, it may be heard in that party's absence or passed to the bottom or end of the docket, and fees or costs incurred by the other party may be assessed.
